Portability Question about Landlines

One of the options of the new portability law that goes into effect today is the ability to transfer your landline to a cell number.

Does anyone know if this is doable if you have a monitored home security service that requires a land line?
 
Well, it wouldn't be able to dial out, now will it? Therefore you'd lose all functionality of such a device.

Seems pretty obvious to me.....
 

so in those cases where your DSL service is tied to your land line number(i.e., SBC), guess you are SOL in that department also??

I know for a fact that Verizon wouldn't let us have DSL without paying a phone service fee too. Which is why we went to Time Warner Cable
