Port Scan Printer/Copier NIC

First of all, I'm a networking novice, so please be gentle. I work in an office that has a copier/scanner/laser printer that has the ability to act as an SMTP client so that users may scan documents and email them directly as PDF's. When we initially set up the machine with a dynamic IP address for testing purposes, the scan-to-email function worked fine. Once we switch over to a static IP, we keep getting this error message saying the copier cannot connect to the SMTP server (we're using the exact same server we used with the dynamic IP address). Thus, this leads me to believe the SMTP port is blocked for some reason, and since I'm a networking noob, I need to know how to do a port scan on this device in a Windows 2000 environment. Does Windows come with its own port scanner? Again, sorry for the noobishality. One last thing, it's been a nightmare trying to contact someone in our IT's networking department to find out whether this port has been blocked for some reason, which is why I'm posting. Thanks ahead of time.

is the static ip different the the dhcp ip, (did you just add a reservation/exception in the server)?
Do you have other network functionality, i.e. you can ping/print/browse internel web pages?
What brand/model?
Some of these have a software piece that resides on a server, is that the case here?

The static IP is different from the DHCP IP. We have other network functionality, including ping, printing, and access to the machine's internal Web interface. The model is a Toshiba eStudio 3511.

So can anyone tell me how to do a port scan in Windows? Do I have to install a 3rd party app or does Windows have the capability built-in?

Edit: Ok, nevermind. I changed the static IP's gateway to dynamic IP's gateway and it works fine now.
