Port Mapping WinXP ICS

Alright, I've got two systems set up with Windows XP. I'm using Internet Connection Sharing to provide internet access to the 2nd machine. I'm trying to run a webcam program off of the 2nd system that will serve an image on demand.
My main system's IP is 192.168.0.1, client is 192.168.0.2. So I go into the properties of the shared NIC on my main system (the one connected to my cable modem), click on advanced tab, and click settings. I add another service, put 192.168.0.2 as the computer hosting the webcam program. For Internal and External ports, I use 8181 (this is what the webcam program is set to serve on). I'm not positive if I should use UDP or TCP, but I've tried both. Going into my browser and putting in http://192.168.0.2:8181 works, but putting in my cable modem's IP port 8181 doesn't. What am I doing wrong? Shouldn't it forward port 8181 to 192.168.0.2?

Sorry if this is a bit hard to explain, I did my best. I'm not that great with networking 🙂
