I have no anti-virus installed and windows firewall is off. THis is a clean install of windows 7 and no anti-virus has ever been installed

Is there anything I need to blackout before I post it just for protection and before I open my information to the world. lol

Not seeing any problem there. How about a "tracert yahoo.com"? Note that this may show your current IP address in the first 2 or 3 hops, so you may want to change the last two octets of your IP address for security purposes (eg, 192.168.1.132 = 192.168.XXX.XXX) Please don't change the first two octets.

Some of the programs listed seem unnecessary, and may potentially cause issues.

Code:
Cisco Connect (HKLM-x32\...\Cisco Connect) (Version: 1.4.11266.0 - Cisco Consumer Products LLC)
NETGEAR Genie (HKLM-x32\...\NETGEAR Genie) (Version: 2.2.27.1 - NETGEAR Inc.)
NETGEAR Powerline Utility (HKLM-x32\...\InstallShield_{2753B568-6F85-4E31-A114-A7F8D8606DDD}) (Version: 3.1.0.4 - NETGEAR Powerline)
NETGEAR Powerline Utility (x32 Version: 3.1.0.4 - NETGEAR Powerline) Hidden

Those are all network related utilities that aren't necessary, so can be safely removed. The NETGEAR Powerline Utility could be problematic. Remove them and test again.

Also, it's certainly possible to have a hardware fault, in either the onboard NIC, router, modem, or even the network cable. If you have a spare NIC (even wireless) that you could test with, try it. Try replacing the network cable as well.

Following AnonymouseUser advice it might be a good time to check what Processes run in Memory, and what is loaded at Start Up.

There are many Free Apps that provide these functions.

If you find Autorun too overwhelmed, cCleaner under Tools as a simpler interface https://www.piriform.com/ccleaner/builds (use the portable version).

I downloaded the programs and ran them. Found a lot of other problems that I corrected but still no open port.

I really so appreciate you guys helping me with this. Thank you for all of the great ideas. This one just has me stumped. Sooooo aggravating.😡

I am not a Gamer so I can Not help with the Game Port s issue.

That said, I have a Linksys E4200 with rather elaborate ports open arrangement and have No problem with it.

On the other hand If Linksys Smart WIFI was mandatory for using the Router I would give the Router away.

May be you should try to use the normal manual configuration (or may be flash with DD-WRT). Do not use any 3rd party Network Configuration utilities wire, or wireless and set all the networked computers with static DHCP IP.

Then try the port open scheme again.

😎

you're going to have to divide the problem and half. IE, get down to a single variable, then add variables one at a time. IE test through loopback, then to your router and back, then from the WAN port on the router and back, so on and so forth

wireshark is what I use for these kinds of things.

As much as I love both of these, and would normally recommend them anyway, the problem persists without the router, so this won't help this particular situation. The problem is with either the PC (hardware/software/driver) or the ISP since multiple modems have been tried also. It's truly frustrating, even for myself.

Ok, I hit some paydirt today. I tried a buddies router and my laptop and received the very same results buuuuuuut, I downloaded this program to test the ports.
http://www.upredsun.com/portchain/download/pf-wizard-setup.exe

If I put the port numbers in the port forwarding of the router and run this program (with the same port numbers put in the program) I can get all of the port checkers to confirm an open port.

Now, before we get excited, I thought this program was just making the ports live but thats not the case. I run the program (which in demo mode only gives you 15 minutes) and the ports show open on the port open checkers. (If I have the same port numbers plugged into the router Port forwarding I want forwarded)

My thought was that the program is able to activate the ports so I get a positive open reading. IF thats the case then the game should provide the same results.

While I am running the game I check the ports and all say closed.

Sooooo, question is, what is the program doing to allow the open port checkers to find open ports?????????/

How much wood can a woodchuck chuck?

My only guess is that this program is correctly configuring the Windows Firewall for itself, even though you've said Windows Firewall is turned off. Regardless of whether it's enabled or not, try to open the ports in Windows Firewall anyway. See if that helps.

EDIT>> Reading more about the program, it may be setting up a proxy for you to use.
