Popup to DL file - WTF is this

this has been happening on and off for a few days, I assume its tied to an add as I only see it at work, which is why im using IE and why I see adds in general

also some add script is slow as balls causing pages to take minutes to load sometimes

Hmm... I browse on my Android phone and have had the Google Play store open up to some random app page upon loading a thread. This happened once yesterday and a few minutes ago.

I assume these issues are related.
