Popup Messages - PLEASE HELP!

Windows XP does not have a single feature that makes living with those infuriating popup messages worthwhile. I am going to do something violent if I cannot get rid of the damn things. Everytime I point the damn cursor at something, some idiotic, unwanted, annoying message pops up in a stupid yellow bubble. I simply want to use my computer and not watch MTV Popup Video wannabe.

I have already gone to Control Panel -> Appearance and Themes -> Folder Options -> View and unchecked "Show pop-up description...." without any worthwhile result. Is there any way of eliminating or supressing this assinine feature? PLEASE HELP!
