Caucasians? Midwest, Idaho/Montana area, and upper upper Northwest (Maine, Vermont, NH, etc). I think something like 98% of Vermont is white, the highest of any state.
Afro-Americans? Deep south. Especially Mississippi. Some counties in Mississippi are 90% black.
Asians? San Francisco area.
Hispanics? Los Angeles (Mexican), Miami (Cuban), also Texas.

Detroit proper has the highest for any major city, but for "general area" the numbers are not that high. If you include the suburbs, Detroit doesn't have as many African Americans per capita as other parts of the US.
For an entire state Mississippi has the highest.
