poorly mastered track or lossy source re-encoded in FLAC?

I just downloaded a torrent of an album with capt. groovy and his bubblegum army (I love most oldies) on it and it's a flac extension, but it has a kind of low bitrate (669KBps) for a lossless file, the dynamic range doesn't seem right (but could be my imagination, which is why I'm asking), and there are some artifacts throughout the track (serious static/crackling). I know it's not my equipment because none of it has changed and because everything else still sounds great... due to that, I have a few questions:

1. What utilities/software (preferably freeware) can I use to inspect the track to see if the source was lossy?

2. Why would a seeder waste bandwidth like that?

I haven't downloaded music in a while... due to that, I'm new to torrents as the evil gov cracked down on megaupload and poor kim dotcom in particular, and filesharing sites in general, so I was wondering if maybe there was a high rate of torrents that were mp3s (or itunes) re-encoded in FLAC.
