Poor video quality on AIW X1900

I purchased an ATI All-IN-WONDER x1900 video card and I am experiencing poor quality video while watching TV. I checked another TV at the source and it is fine, so I ruled out everything up to the card. I see a lot of artifacts and noise and fear this would come up on my recordings as well (Even if I play them back on a DVD player on a standar TV?). Are there any settings I am missing or can anyone direct me to a link that might be of help?
The card is great in all other spects, and the video is being sent via DVI to my Samsung 215TW.
