Poor quality video..

I've got some VHS tapes from 1992/1991 and I was playing them back but I noticed TONS of artifacts while viewing the video. It was very frustrating, even when there was a "black cut scene" I could see white specks all over. So I assumed it was the tape, so I took a 1 minute portion of the tape, recorded video from a digital channel (military channel) and WOW, the picture looked like I had just recorded to a brand new tape.. :| So now that means the tape is fine, right? So over time what degrades, picture quality with tape quality or the picture it's self?

The tape I've been playing was obviously recorded from a different VCR because the current one I have is a recent JVC SVHS VCR.
