Poor Performance on (Relativly) Good Video Card

I just loaded up Morrowind and noticed right in the beginning of the game I was getting (with FRAPS) around 20-30fps. Now Morrowind is an old game but I would think that a game looking like it does would run faster than that on my 9800XT. (9800pro->XT)

Now I know the 9800XT isn't the fastest card in the world but I would think that Morrowind, a game released around the time of the 9800XT would get better frame rates then it is. I actually found that putting on AF had no hit on performance which I also found weird, I actually think performance went up!

Is morrowind just another badly programmed game? like BF2/FEAR?

EDIT: I'm not talking about the system in my sig. That isn't running yet but when it does I expect it to tear morrowind apart!
 
Morrowind is just crappily programmed. It should run better though than what it is. What do you have the resolution set at?
 
Well I had it at 1024x768 and even that gave me poor performance. I don't think moving up to 1280x1024 would really help, which is my reolution.
 
Morrowind is very CPU dependent; I'd get stuttering even on my 6800 Ultra. Try getting a program called Morrowind FPS Optimizer, that will help a lot. Also keep the number of plugins you're running to a minimum, especially visual packs.
