Poor performance in windowed mode.

Been trying to figure this out, but for some reason my FPS is terrible when I play in Windowed mode. The only reason I can think of is because it's not switching to 3D mode. Full screen the FPS is great, otherwise no. Anyways, the core clock shows 600 in EVGA Precision and RivaTuner (for both 2D and 3D). Even in Windowed mode it shows as 600MHZ.

Is there any way to force it to 3D mode (or to make sure it's 3D mode) whenever I have a game in Windowed mode? This really has been annoying me for awhile. I use Vista 64 and does it with various games.

What game are you playing? More often then not tanked framerates running windowed mode is due to an API/Driver issue, not clock throttling.
 
If you're referring to "Force constant performance level" it is disabled and greyed out.
