poor performance in simcity 4 ??

hi i'm using my secondary rig:
axp 2400+
768mb pc2100 ram
rad 9100

and the scrolling is very bad, it scrolls like it were running at 5 fps... other than that, the animation kinda stutter a bit, i've installed the latest sc4 patch ( i think) and it doesn't help all that much, i've turned all the details down but the same thing happen, could it be a bug in the code?

resolution 1024x768, of course u'd expect aa/af turned off from a 9100 lol

Install latest drivers cat(4.2) and omega and directx 9b.
Format your game and system drive.

No, he said reinstall DirectX 9.0b and the latest Catalyst 4.3s and see if that fixes the problem.

make sure the game is patched. it ran like a dog for me without the patch

that game is an absolute HOG... when your cities get larger, you can actually utilize 1GB of system memory with this game... it sucks.

sim city 3000 is way better too.

i've patched it, its slightly better, though during screen shakes (eg tornado), the performace is very very low... could be an issue with my 9100.... oh well..

oh nah, its not eye candy, its probably cuz my card is ati, i was shocked to find out nvidia cards did not have this problem....
