Poor framerates with ti4200 at regular ***FIXED***

I have a new ti4200 and I keep getting choppy framerates when I'm playing games. I figured that Neverwinter Nights was having issues because I saw all sorts of choppiness complaints on their forums. However, I get the same problem in Diablo2 and SOF (orig.) I figure I should be kicking the snot out of SOF with the new card, but it still can't play smoothly at ANY res. So, I swapped out my 4200 for my old GF2mx too see wether my 4200 might be having power supply problems, because I know it sucks a ton more juice than my MX. Thing is, I get the same chopiness with either card, and in the same manner so now I think it must be related to a settiong or software problem. It's smooth for @2-3seconds then slows right down for 1-2 seconds. It seems to be independant of the resolution and/or the quality setting of the game. I do get a different slowdown, the one I'm used to, with my MX at res's that I know it can't handle but I expected that. I even get the chops in SOF on my 4200 WHEN I"M NOT DOING ANYTHING. I get the area I'm in loaded and just stand there. If I wait a few seconds, anything that is moving on a regular pattern (ie, a flame) will be fine then get choppy and be fine again. I have a PIII 650 @910 stable, Asus CUV4X MB with latest bios, 512mb ram, Asus ti4200 @320/550 and a clean installed (this week) Win2Kpro install. I've tried all my hardware/software at the defalut settings too and there's no change.

I thought maybe it's a bios setting, but I don't know what to adjust to counter my problem. I have set the graphics apature to 32,64,128,256 all with no change. The one thing I'm curious about is that Powerstrip is saying that I have 5.6mb of available system memory for AGP. How can that be? I have 350+of free ram when I open PS. could my card be trying to read from the HD instead of ram? Could it be my Powersupply? It's a 250W, but I only have a soundcard, nic, 1 HD, 1CDRW and the vidcard in there.

I'm sooo frustrated because I bought the card only last week and haven't been able to get it going well. Please help if you can!

I tried 3d mark last night. When I 1st installed my card, it worked fine, but now is jumpy like the rest of my games... just wanted to include that info too.
