I have a 52" DLP for my TV, pondering a 2.1 setup for 75% music/25% movies.

I'm thinking get a decent but budget 5.1 receiver (onkyo SR-507/yamaha rx-v365/denon 1610/590), but I don't really know where to look for a good sub. So far I've looked at the Dayton SUB-120 and the BIC F12, so thats the price range I'm looking at (~$500 or less for receiver+sub)

Which brings me to the speakers. I think I would be able to get my dad to give (or sell really cheap) me his old PSB Stratus Silver towers, as he lives in town now and can never really use them. But there's a hitch... one of the tweeters is out. I don't know what has happened to it, but it just stopped working one day. If I could get these speakers off of him, would it be worth it trying to get them fixed? I'm sure it would differ based on what is wrong with them, but would it be expensive?

What do you mean one of the tweeters is out? Does it make no sound at all or is it distorted? It may be something as simple as a loose wire that you could fix yourself.

No sound at all. I'll take it apart tonight and see what I can find

Might be able to source a replacement on ebay/online. I had to do that for one of my speakers.

Contact the manufacturer first though.

Hrmm, if I am able to get the speakers off of him he'd probably be willing to let his NAD C300 go as well which has been driving them since he bought the system...

I would be giving up a lot of features but probably better quality... (and cheaper).

Actually if I do end up with the PSB's I doubt I will want a sub at all, the room is only 13x10x9, and they've never been run with a sub before in larger rooms

Ack, lack of knowledge+indecision=annoying

A sub is always great...I run my modest Klipsch Quartet, Academy, RS25's, Yamaha 5960 setup...I have a 32" Cinema Series TV in a 16x22' room. My wife can't handle it as it is. Low bass affects her a lot in a bad way.

If it were up to me, I'd have Cornwalls or Choruses mains...and RS-7's in back (ideally I'd love my Quartets back there, but they won't fit) and a couple 15" subs tuned for reference level.
