Poll: Windows ME protection error & DVD Player

Celeron 500, 128mb PC100m, Tekram full ATX board, Kodak 24x4x4 CDRW, Pioneer 10X DVD slot drive with Videologic DVD decoder card, running Windows 98ME. 13gb Quantum. Also have onboard Solo sound, FastCom TV tuner card and internal Motorola modem all with no conflicts. Running Win 98se no problems.
Loaded 98ME on clean install and cannot access any DVD disk. Insert disk and get "Windows Protection Error: Please restart" Removed Quantum hard drive and did fresh install Win98se on new HDD and everything performed perfectly with Ver 181 DVD Player and Apps installed. Using multiformat DVD, (music, programmes, videos, files etc) that uses Internet Explorer interface was able to access my DVD disk normally.
I changed back to original install of Millenium and removed DVD Player drivers (not card) and Whammo....same thing happened. Am unable to read DVD from explorer, IE5.5 or through DVD Player or Windows Media Player. Is this a problem with WinME or my card drivers? I hope someone can help as I really want to keep ME and also need the decoder card to watch DVD with my underpowered PC. PS: I have the latest drivers for card.
