A Congressman. You can find numerous Supreme Court decisions (and other appellate decisions) where the justices, despite their political leanings, vote on legal principles against the wishes of a particular party -- take abortion, for instance.
Now, if we're talking about Stevens and Ginsberg...
I would definitly say a Congressman, they would have so much influence from outside sources. And yes a judge could have quite a few outside influences as well, but it is their job to be impartial and I trust that they attempt to do it well.
Judges are appointed for life. They can decide as they please.
Congressmen have to run for reelection, and without party support they are as good a dead.
