so basically i spend the same amount, and i could get the MP730?

You still spend $264.94 for the MP730, you just get a $50 certificate for use @ Amazon towards a future purchase. If Amazon sells the HP too, the $50 certificate still applies if you buy the HP + something else(under promo terms) that totals up to $250 also.
As for ink although it may be the same price or simialar between the 2, it depends on how much ink you get (ml) per cartridge/tank, how much ink is used per page, and on what setting is used for printing i.e. high, standard, draft, etc. among other factors.
Between the HP and MP730 if the HP model (mentioned above) uses a tri-color ink cartridge then it means that if you run out of cyan e.g., the ink cartridge would have to be replaced even if there's magenta and yellow ink left which means wasted ink. The MP730 on the other hand uses individual ink tanks so e.g. if you run out of yellow, you just replace the yellow ink tank with another.
Lastly if you go for generic/third party ink cartridges/tanks, I think Canon is cheaper in that area too and definitely cheaper if the HP has a built-in printhead and if you use third-party ink refill kits, there's a possibility that if there's a chip attached to the HP cartridge (not limited to HP), it'll tell the ink cartridge to stop working after being used for a given set period based on time, ink flow amount, or something else altogether even if ink is still in supply unlike the MP730 which doesn't have a chip nor a printhead attached to it's ink tanks.
