I wish people wouldn't always ask such open-ended questions. "Worst" (worse) in what way? In terms of how many people it affects? In terms of how greatly it affects the individual? Perhaps the economy? What about the government or foreign relations? A rule against a vagabond people in your nation is likely to affect foreign relations, for example.

So, let's quality it a little more.
