Unless it is visibly dirty, I don't usually wipe before or after.
On another note, for those who fear sitting on the toilet in the first place, what is the reason? Have you or anyone you personally know contracted anything or gotten sick because of uncleanliness? Are their statistics available that connect uncleanly toilet seats to disease? I have never heard a story of someone getting sick b/c they decided to drop a deuce on a public toilet.

Agreed. But going through a routine that would make some biohazard engineers blush just to get a clean seat is absurd IMO. An absolutely refusing to go in public ???

i figure i'd rather take the few seconds just to banish the thought of sitting in someone else's excess .
and i only go in public if absolutely necessary. at that point i don't care what the conditions are like
