Isn't that an average? I'd be surprised if they actually had an official min wage that was enforceable. Course they have so many other problems besides low wages like AIDS epidemic, violence, lack of clean water etc etc...
True. We can't even enforce a minimum wage here (illegals/undocumented workers).
There's ALWAYS someone willing to work for less. When I was working in Asia, there was always a poorer country with people ready and willing to be exploited. For instance, Thailand minimum wage out the boondocks is/was about $5/day, but Burmese could be hired for half that - plus the employer didn't have to pay any of the employment taxes, social security, etc., involved with Thai citizens. Then when the employees were injured due to the god awful working conditions, no worries of legal action as the police would throw them in jail or send them back to Burma since they weren't citizens (plus the police are always paid off to look the other way anyway).
