How can I set a web acsess priority to my applications (... my browser/Email Client...)

how can I set who gets a "priority acsess" to the web and/or witch program gets more bandwidth (I hate the "Speed Limit" feature of many of the d/l managers out there... - a lot of bandwith is wasted when I don't load a page in my browser... but my d/l speed is still limited...) - A dynamic, priority based (same like the windows priority settings for etch running application/prosses) internet acsess is very usefull in this situation.

Please help (and vote if you thik this kind of thing is usefull or not...)
