That feature is geared towards corporate users so that they can push updates to client PC's off-hours (and requires other tools, of course, but--that's the first step to get the PC on). Even then, I don't think it's used very much, but, I guess it's cheap enough to implement in hardware that most PC's/Nics will work with it.
