Most people here think immigrants should have to learn English before being allowed to stay. What about people who live in the USA but refused to learn/use proper (American) English?

People insist on using Ebonics just to distinguish themselves from the rest of the country. Can a public servant refuse to help a person who refuses to speak English to them, although it is supposedly their primary language?
