poll: should under 21's be allowed to rent cars?

Im 21 and currently renting a $30,000 chevy silverado from enterprise here in pittsburgh at $25/day. (a steal!!!). I've always rented from enterprise even though their CS can be a pain at times. my first rental was at 19 with them and that location did in fact tack on additional charges ($10?). Another time, the CS said they wouldnt charge me for being underage ONLY if I bought the extra insurance. I complained, refused to do that, paid the underage fee, and later got a corporate apology from them.
