Nope. I figure, if a voter can't figure out the ballot the first time, that voter forfeits his votes for that election. Besides, they've always tossed out ballots. It's only mattered this time because it's so close.

Yes, without question.

However cost is a major factor, along with security.

Another problem is stupid voters. No matter what system is used about .5% screw up the ballot in some way.
