Personally I'm of the opinion that NO absolutely not. For example, disucssion of pedophilia is a frequent topic on this forum whenever a news story of child abuse appears. That discussion does not condone the behavior. Just as discussion of say drug use could not be considered to be condoning the act. But individuals in that discussion could say things that did condone the act, but does that mean the whole discussion should die?

What do you think this is, a Democracy?
Also, wrong forum.

If discussing something means you condone it, then you can't ever say anything is bad or wrong, because simply by mentioning it, you condone it.

"Murder is wrong." <--- I just condoned murder, apparently.

( * ) It depends

Discussion of the means for accomplishing an illegal act is "facilitating" and possibly "condoning" it.

Moderators of a forum ignoring discussions filled with tips on how to commit acts could be seen as the moderators and forum owner condoning the acts.

If the discussion doesn't include any attempts to facilitate the illegal act, is the discussion condoning it?

Errr... What?
If it's a thread about marijuana and people are talking about their experiences with it and how much they love it then obviously they condone it. If it's a thread about rape and everyone speaks against it it's definitely not approved of. It's how they talk about it, not what they talk about.

While discussing hot issues is not wrong, many forums, chat rooms, etc have a policy of not discussing this. It is the decision of the governing group that the benefit of being able to discuss that topic, is not worth the inflamatory discussions.

#naturalselection has a zero tolerance policy of discussing warez. If you discuss it for more than 5 minutes the admins start getting interested. They are aware that the topic may be mature and in no way illegal, they just prefer to not worry about. This is fine I believe.

What if it was 3 question about historical usage of a substance?
