Poll: No POST beep after restart unless I pull power.

I have just installed an ABIT KT7/A RAID motherboard successfully. Whewww! My tax forms will be much easier than that. Now, if I can JUST GET THAT DARN POWER ON SWITCH TO WORK. When ever I restart, the ATI All-In-Blunder 128 AGP switches off. (The exact message is PMS-Going to OFF Mode) The only way to get it to fire back up on restart is to UNPLUG the power from the wall socket and then I can actually see the POST. I've read the manual,switched the setting in BIOS and crossed the POW-On pins around. Even tried that HOLD IT FOR 4 SECONDS Trick. Is it because of this "GREEEN" Energy-saving crap? Is my PC being controlled by a political party? It started working half way through the windows install, so I thought the OS would take care of it...NOT! SAVE THE NEWBIES! Thanks!

update: 2 hours later
Replaced ATI AGP with VOODOO 3, No Change...
ALSO, I dont get a POST beep after restarting or resetting unless I pull the power. I did reset CMOS too. notta....
Sounds like I may have cooked my board when I fried that brand new T-Bird. Suckville, USA!
