WMA is better when you want smaller file sizes, mp3 is better at 128bps or something like that. MP3 has players and is more mainstream, but if you want higher compression with almost as good quality wma is good.
Here's a link to a test done by Sound and Vision Magazine. It only looks at Fraunhofer's mp3 codec at 128kbps (LAME is better, of course), but there are also other links to additional authoritative audio reviews and information.
