The human eye can see 72 FPS, thats why 60 and 70 refresh rates sort of blink.
HL is set at a max of 72, because anymore is useless.
A consistent 72 fps is all anyone needs. like Jedi Ben said, It matters by games.

IN cs, I play 1024-768 so I can get a smooth minimum of 60 and max of 72.

The motion blur planned in Quake3 is not the same as in movies / TV.
The motion blur in Quake3 blurred just the players, you can see it in action if you have a V5 at www.voodooextreme.com/reverend (I think thats the site)

In movies / TV, even the camera motion is slightly blurred (more/less depending on movement speed). I don't know if this would work for video games or not, maybe if it was implamented very slightly. Imagine a blur on every movement you made in a FPS, would be kinda sickening if you ask me.
