My school encourages use of USB keychain drives and network storage since they eliminated floppy drives from their lab computers for the most part (they were too unreliable)

Thats the reason I don't have a floppy drive. Those things are just too damn unreliable.

I don't even understand how cheating fits into the picture here, but I voted yes because I like to fit in with the crowd.

my guess is that they figure that the floppy drive is less likely to be used for cheating because of the space limitations.
whereas you can get up to a gig on a flash drive.
