Here's my opinion:
1 (Tie). Star Trek: First Contact. Overall, a kick-a$$ action/sci-fi movie. The Borg, great plot, and IMHO the most well-polished ST movie.
1 (Tie). Star Trek VI: The Undiscovered Country. Political intrigue (mirroring the fall of the Soviet Union), conspiracies, great plot, lots of action, multitude of locales. I love this movie.
3. Star Trek II: The Wrath of Khan. Another well-written movie. I love the Moby Dick references. It also has one of the best soundtracks.
4. Star Trek III: The Search for Spock. Highly mediocre, but a good conclusion to ST II.
5. Star Trek IV: The Voyage Home. A decent movie, but it screams 80's environmentalism.
6. Star Trek: Insurrection. The first time I saw this movie, I liked it, but each time I see it again, I like it less and less. The plot is decent, but the corny jokes and total random plot lines (Worf gets a pimple???) ruin this movie.
7. Star Trek: Generations. While this movie has some very good high points, the Nexus is too weird and the ending is anti-climactic.
8. Star Trek: The Motion Picture. Just too weird and drawn out.
9. Star Trek V: The Final Frontier. The first (and last) Star Trek movie to be directed by William Shatner. Regardless of the horrible inaccuracies (somehow, the Enterprise is able to travel from Earth to the center of the galaxy in a few hours, while a similar trip takes Voyager 80 years), this movie is completely pointless.
