Good editorial. However, many people don't want to be logical and will just say that the large states should beat up on the small ones.

Actually, I think you need 3/4 of the states to adopt amendments.

After reading the Cato Institute article, my opinion is unchanged. I don't agree with several of his main points. Also, there is little logic in the article; it is mostly opinion.

Just a thought.
