Paying for ice is silly when you have a freezer(yes, I know you're still paying to make the ice...).

The only time I can remember my parents buying ice was during the blackout over the summer (you know, the one that affected a large portion of the north east coast during August). So I am going to vote never (The I have an ice maker option I guess).

Anyway, I only buy ice for big parties or something. You know, to fill the cooler. Otherwise, the fridge makes good enough ice for me.

I buy ice when the ice maker is broken, when the electricity is out, and when I need to fill coolers for whatever other reason.
