What the best software that converts MP3 files to wav format (CD) and visa vera

Any recommendations? Please link articles

"The best" I assume you mean the most accurate reproduction? Winamp is good, but the newer versions use a different conversion engine which isnt as exact as the older versions. Use version 2.22 for the best, also Lame is good too.
 
I use Winamp 2.7 but replace the 2.7 Mp3 decoder with the one found in 2.22

2.22 is the best decoder and set it to write *.wav instead of output to sound card
 
i just use nero to convert on the fly, but if for some reason i need the wav files then i'd use winamp
