I listened to an interview with the person who created Google - way back when,
and he saud that the 'I'm Feeling Lucky' was his idea and it was supposed to display
the most accessed website entry under that particular topic heading.

AFAIK, the "I'm feeling lucky" button has always redirected you immediately to the top ranked page that matches.
