Can anyone such as the Pres. step in and veto the governor from taking everyone off death row? I think that governor is going crazy. Any laws allow someone to stop his decisions? I'm bewildered by this whole thing.

What's to be 'wildered' about? There was a slew of innocent people on Illinois' death row, and many more whose convictions were questionable. Allegations of corrupt prosecutors, police using brutal methods to extract confessions, etc. Illinois has EXONERATED more death row inmates than they have executed since the return of the death penalty there.
Its a shame that some horrific murderers and violent criminals will undoubtedly be spared the death penalty, but this isn't a game where you keep score; "Oops, we executed a couple innocent people this year. Oh well, most of them were guilty, anyway. As long as we're executing more guilty people than innocent, its all good."
