I think that has to do with companies that are moving to other countries for the cheap labor . (outsourcing)

I would not wish to send my child to a school that did not instill religious values.

Should read:

I would wish to send my child to a school that instilled religious values.

what does plant genetics have to do with cheap labor ?

I figured it meant something about patents on bio-engineered corn seeds, but I still don't understand what they meant.

I didn't say it was the correct interpretation. I'm just saying that's how I read, and answered, the question.
