Yeah that was discussed many times. At that point most networks realized that people didnt actually "watch" TV. They had it going in the background of whatever shit they were doing, like dinner or parties or whatever. A show that requires you pay close attention was an automatic failure.
BUT, in movie land such a concept works just fine.

It was a joke:

The opening stated that it was "In Color." In the 1960s, when color was starting to replace black and white on television, many series filmed in color included the fact in their opening. On ABC, this voiceover replaced the musically oriented color logo. This practice ended when color had completely replaced black and white in television, long before the series first aired.

Such a great show. It's really weird to see Leslie Nielson in his more serious roles in the pre-80's. He was in one of the Columbo episodes and all I could think was "Get to the jokes already!"

Same reason Arrested Development failed. You really had to pay attention to get any of it. You couldn't read the paper and still follow along.

Too bad, Police Squad was hilarious while it lasted.
