when the police come to a building to investigate a crime or to respond to a call (with the chance that the suspect is still there), if the lights are turned off, do they turn them on once they are inside or do they just use flashlights until they've fully searched the building.

i've been watching the X-files a lot lately (on last disc of season 5) and i keep noticing that Mulder and Scully (as well as some of the cops) never turn the lights on, they always use their flashlights. Is this just to add to the effect of the show or do they really do this in real life?

I'm sure if varies for each individual incident - but they generally use lights in emergency situations. I don't see how it would matter, it's really up to the descretion of the officer who's operating the vehicle.

no, not the lights on the car, the lights in the building. like they enter a room and the lights are off, do they turn them on?

Whoops - Reading if fundamental - durrrrrr :p I'm sure it's for effect - if they can turn the lights on, they're gonna do it - for their own safely.
