Narcotic is an adjective to describe something that causes narcosis. What is narcosis, you ask?

define: narcosis
unconsciousness induced by narcotics or anesthesia

Unconsciousness caused by a drug, anaesthetic or other chemical substance

general anesthesia, or loss of feeling due to exposure to certain chemical vapors, may be accompanied by loss of consciousness.

A state of stupor brought on by a drug or chemical that depresses nerve excitability.

Cocaine is a central nervous system stimulant

Most university students figure this out in year 1 when the MSDS sheet for every organic solvent lists "narcotic" as being one of the dangerous properties. Diethyle ether and toluene are "narcotic" because they make a person sleepy. Cocaine and amphetamine are not narcotic because they do the exact opposite.
