An Austin police detective has been put on restricted duty as state officials investigate allegations that his home computer was used in attempts to e-mail sexually graphic photos of children.
Lance McConnell, a seven-year department veteran who serves on the Lockhart planning and zoning commission and who ran unsuccessfully last year for the Lockhart City Council, has not been charged with a crime. He could not be reached for comment Wednesday at his Lockhart home.
McConnell, 33, was assigned to the department's alcohol control team, which investigates illegal alcohol sales. Austin police declined to comment other than to say that McConnell is on paid leave.
Tom Kelley, a spokesman with the Texas attorney general's office, said he did not know when the investigation would be complete.
On Wednesday, a Caldwell County judge ordered that McConnell's two children be removed from his home and placed in the custody of Child Protective Services. McConnell is married.
According to a search warrant filed last week in Caldwell County, the National Center for Missing and Exploited Children received 11 complaints from America Online in December about a subscriber attempting to e-mail child pornography from an AOL account.
A center analyst investigated the complaints and determined that the images the person was attempting to send were illegal, the warrant stated. According to the warrant, the photos were of nude girls in sexual positions.
The center forwarded the photos to the Dallas Police Department, which determined that the case was out of its jurisdiction and referred it to the attorney general's office.
Officials at the center told Texas officials that based on their investigation, the person tried to e-mail five images of child pornography from an AOL account on 11 occasions. Information gathered as a result of a subpoena showed that the account belonged to McConnell and was opened in February 2003, the search warrant stated.
It also indicated that McConnell had five other screen names.
AOL terminated McConnell's account in October after the company learned that it might have been used to send child pornography, according to the search warrant. AOL officials told investigators that McConnell never called to ask why, which is not typical of most users whose accounts are suspended without notice.
According to the warrant, authorities seized a laptop computer and several compact discs and computer disks. They also took a Web camera.
