Basic question. Can non-PoE devices be safely connected to a PoE switch?

Yes, it will not supply power to a non-poe type device.

Yes, it's okay to connect the non-PoE devices to a PoE switch which will send the power requested by the device.

The power is transmitted over specific pairs in standard Ethernet cable.

Make sure that the cables that you are using are standard and the Non POE device has standard RJ-45 connection.
