Tell me if this is in the wrong catigory

My AMD Sempron 3000+ (about 1.2 years old) came with my Emachines (which really sucks) went from about 1.99 GHz down to 1.14 GHz, but that is the nuber that windows is telling me... But i have been noticing a extreme slowdown in my system. I would love some help!! Thanks AT people!!

System:

AMD Sempron 3000+
1 GB DDR RAM
256 MB Geforce 6200
Windows XP Home
 
Sounds like Cool 'n' Quiet is working, which lowers the processor speed and voltage when idle. If you run something like Prime95, which maxes out the usage to 100%, does Windows report the stock speed?
 
umm, well idk what the stock speed is, all i know is that windows tells me that my speed is 1.14 GHz when it used to tell me it was 1.99 GHz, and it droped over nite...
