at startup there's a message that pops up that says that the video card isnt getting enough power and is going to run at a lower speed so it doesn't damage anything, but my power supply is sufficient (400wt smart power) i then ran 3dmark03 and right away i could tell that there was something wrong because i was getting 30~ fps in the plane fighting scene. why is it doing this?
 
Did you plug in the extra molex connector? Its the "4 pin" connector much like on the HDs and some case fans. Its near the very end of the videocard (opposite of the "front").
 
Yeah most likely you didn't plug in the molex connector. I have gotten this message before when I forgot to do so.
 
Try another one instead of the plug your using now. Use one direct from ps not hooked up to anything else. Get another ps if that don't work. Maybe something is wrong with the ps.
