at startup there's a message that pops up that says that the video card isnt getting enough power and is going to run at a lower speed so it doesn't damage anything, but my power supply is sufficient (400wt smart power) i then ran 3dmark03 and right away i could tell that there was something wrong because i was getting 30~ fps in the plane fighting scene. why is it doing this?
 
Because you haven't plugged the card into your power supply? If the card has a molex connector (identical to hard disk/ CD power connector) on it, then plug it in.
