I think that you shouldn't be able to send PMs without you enabling them to be received. I know that I've received some PMs and have responded to them only to see that they haven't enabled them. Most of the users just don't realize you have to enable them. I think it would save a little bit of frustration over lost PMs.

Does anyone else agree?

Yes yiwonder, I agree, or at the very least tell the sender their own PM ability is not enabled.

Or, maybe a user could send a pre-determined message to a user that doesn't have PMs enabled to enable them (maybe add it as an option in the PM section).

That's like giving an email account to somebody who doesn't want it. If you say you don't want to get PM's, then you shouldn't get PMs.

happended to me when i started, I PMed someone and I didn't know i had recieve PM off

If you do not want to get PM's then you should not be able to send PM's.

Hence if you do not want emails then you should not send emails.
