No.

Work in a school filled with mostly female teachers/admins (like, 200 or so) and you'll find that some women really do handle it better than others.

I started my period yesterday and my husband was surprised because I wasn't showing any signs. I felt uber-sensitive, but I wasn't making anyone else suffer for it.

On a side note, I seem to remember a study saying that reactions to PMS aren't physical, they're cultural. While the basic physical sensations are similar, the extent to which they are allowed to influence behavior are different.
