PM Bug: Can't move messages to a folder

PM Problem Description:
Can't move messages to a folder.

Recreating the problem:
1. Go to PMs
2. Under history, select a letter (where you have a history of PMs)
Note: You can now select which user to "view messages", and at the bottom nav bar, there is a "Move to Folder" button/dropdown. You can't use it, because there aren't any selectable messages.
3. Click on "view"
Note: You can now see all the PMs to/from that particular user, and you can select any/all of the messages. BUT, there's no "Move to Folder" button/dropdown! AAARRRGGGHHH!!!!

I don't see a "move to folder" button there. I get no bottom nav bar at all on the screen listing the users beginning with a particular letter. When I choose one user to "view" the bottom nav bar has "mark all as read", "select all" and "delete".
