Plz help, icons are all black!

One day I booted up my primary gaming rig and found all my shortcut icons in my toolbar and all other similar sized icons are black in Win98se. I've seen this happen on my laptop at work when I am dangerously low on system resources, but this is happening on boot up with 92% system resources free (256mb ram). Anyone seen this and know a fix?

Boot up into safe mode command prompt and delete the file ShellIconCache.

Or, use TweakUI, go to the repair tab, and select Rebuild Icons.

Thank you. I will try that. Is TweakUI a Windows native utility, or is it a program I will need to download? If so, do you know where I might find it?
